IMM Revision: Update to U.S. Sanctions for Belarus and Russia

The Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM) in Chapter 5 and in the Individual Country Listings for Belarus and Russia. These revisions update information based on recent U.S. government sanctions that regard export, re-export, or transfer (in country) of “luxury goods” to Belarus and Russia and for which the Bureau of Industry and Security (BIS) requires a license and an Internal Transaction Number (ITN).

For purposes of the new license requirements, a “luxury good” refers to any item that is identified under 15 Code of Federal Regulations (15 CFR) §\u2009746.10(a)(1) of the Export Administration Regulations (EAR).

Although these revisions will be published in the next edition of the online IMM, the standards are effective immediately.

533 Luxury Goods

In alignment with U.S. government sanctions and the Bureau of Industry and Security, “luxury goods” destined to Belarus and Russia require a license and an Internal Transaction Number (ITN) (see IMM 524 for additional information). For purposes of the new license requirements, a “luxury good” refers to any item that is identified under new §\u2009746.10(a)(1) of the Export Administration Regulations (EAR). See Exhibit 533 for a list of luxury goods destined to Belarus and Russia that require a license and an ITN. No exemptions are allowed.
