PS Form 971 Revision: Updated Titles, Account Identifiers, and Form Distribution

Effective July 2022, the Postal Service™ revised PS Form 971, Certificate of Transfer, to update references to titles, account identifiers, and form distribution.

When a management official responsible for the financials of a unit is reassigned or separated from USPS®, financial accountability must be transferred and certified from the outgoing official to the incoming official. PS Form 971 serves as the record between outgoing and incoming personnel; the form transfers responsibility of cash, stock unresolved employee items, financial differences, trust fund accounts, and capital property, including the SEAM role of Material Accountability Officer, for the unit on the date of transfer.

The July 2022 edition of PS Form 971 is available on the PolicyNet website:

n Go to blue.usps.gov.

n In the left-hand column, click Essential Links, and then click PolicyNet.

n Go to the right-hand side under “Published Forms and Directives,” click Forms, and then click on the range 0–999.

n Scroll down to the form entry and click the PDF icon.
