5-3.2 Initial Action by Receiving Postmaster

Upon receiving the sponsor's letter of request, the postmaster must stamp it with the date received, review it to ensure it meets the conditions in 5-2, and either approve it and forward it to the district manager (or designee) or reject it.

If the request is rejected, the postmaster must respond to the requester in writing and indicate the reason for the denial. A copy of the denial letter and the original request must be kept in a permanent file for 3 years.

The postmaster should complete the review within 7 days so that, if the request is approved, the district manager (or designee) still has sufficient time to review it and provide a response within the required time frame (see 5-3.1).
