I mail or receive live animals or perishables, such as fruit (oranges or grapefruits). When five-day delivery is implemented, what days of the week will they be delivered?

The Postal Service will continue its current practice of attempting to contact recipients of live animals and perishables that arrive at a DDU after the critical entry time for delivery that same day to determine whether they want to take delivery at the Post Office that day or the next business day the Post Office is open.

How and when will I learn about whether the Postal Service plans to implement a five-day delivery schedule?

The Postal Service intends to implement a five-day delivery schedule for mail, while maintaining a six-day delivery schedule for packages, during the first week of August 2013. The day of delivery for mail that will be eliminated is Saturday. The implementation of this five-day delivery schedule for mail is contingent on Congress not enacting legislation to prevent this change in service. Customers will be receiving multiple advance updates for their long-term business planning purposes. These updates will be sent in the mail, and will be posted at usps.com and in Post Offices, as well as reported by news media.

What steps should we take now to prepare for five-day delivery?

You should follow the status of five-day delivery operations on usps.com. The site will be updated as events occur. In addition, start your planning now by evaluating what mail acceptance and delivery services you need on Saturday. For example, if you decide you need to continue to receive Saturday delivery and you don’t have a P.O. Box, you will need to rent one. The Postal Service recommends that you plan to rent a box well in advance of the implementation date so there is no interruption of Saturday delivery of your mail. You also will need to assess what, if any, information technology and transportation changes you will need when Saturday delivery is eliminated. For example, if you take orders online and ship merchandise, you will need to change your online ordering site to take into account the elimination of Saturday delivery to street addresses.

Do I need to rent a P.O. Box to ensure that my mail delivery on Saturday is uninterrupted by this change?

Yes. Mail addressed to a P.O. Box will continue to be delivered on Saturday.

What other options do I have for mail delivery on Saturday?

Express Mail will continue to be delivered seven days a week, 365 days a year. Priority Mail and all packages will continue to be delivered on Saturdays as well.

If my payroll checks are mailed on Friday, when could my employees expect to receive their paychecks?

The expected delivery day of single-piece First-Class Mail deposited at a Post Office or a blue collection box before the critical entry time on Friday will be Monday if the destination is in an overnight or two-day service area, and Tuesday if it is a three-day service area. If Monday is a holiday, the expected delivery day will be Tuesday for that mail.

Package shippers

When five-day delivery is implemented, the Domestic Mail Manual will continue to require that live animals and perishables arrive at Destination Delivery Units (DDUs) Monday through Saturday by the critical entry time for delivery that day.

The Postal Service will continue to attempt to contact recipients of live animals and perishables that arrive at a DDU after the critical entry time for delivery that day. We will try to determine whether the recipient wants to take delivery at the Post Office that day or the next business day the Post Office is open.

When will packages containing live animals or perishables be delivered if Saturday is no longer a delivery day?

Packages will continue to be delivered on Saturday.

Will the Postal Service ensure that packages in its system are delivered before Christmas?

The Postal Service currently strives to ensure parcels are delivered by Christmas and will continue to do so.

Will Express Mail be delivered on Saturday?

Express Mail will continue to be delivered seven days a week, 365 days a year.

Will packages be picked up or collected on Saturday?

Express Mail deposited in a dedicated Express Mail collection box on Saturday will be collected and processed that day, if the box is scheduled for collection. Other packages and mail deposited at Post Offices Saturday will be processed Monday. There will be no free package pickup, scheduled pickup or on-demand pickup of Express Mail or Priority Mail Saturday.

Can Package Services be drop-ship entered Saturday and/or Sunday?

Facilities will continue to accept destinating drop shipments on Saturday and/or Sunday. The appointment times when drop shipments can be made may be reduced.

Bulk mailers

Will the Postal Service work with me to ensure my business can adequately prepare for five-day mail delivery operations?

Yes. The Postal Service will work with business customers to ensure that their business is prepared for and has plans in place to adjust to implementation of five-day delivery operations. The Postal Service has developed an operational plan that will provide important details about how five-day delivery will be implemented. This information will be available at usps.com. Customers will receive multiple advance notices and information about changes in mailing services before the Postal Service eliminates Saturday delivery to street addresses. Customers also will be informed of what they will need to know to ensure seamless implementation. Notices and information will be sent to customers in the mail, and will be posted at usps.com, on collection boxes and in Post Offices. The information also will be reported in news media.

Can destinating entry bulk mail be drop-shipped on Saturday and/or Sunday?

Processing and distribution centers (P&DCs) will continue to accept destinating drop shipments Saturday and/or Sunday. The appointment times when drop shipments can be made may be reduced. All mail classes with a drop-ship destination entered at a plant on Saturday and/or Sunday will have service performance measurement rules for the start-the-clock event of the day of entry.

Destination delivery units (DDUs) will continue to accept destinating drop shipments Saturday and/or Sunday. The appointment times when drop shipments can be made may be reduced. The start-the-clock event at the DDU occurs on the day the mail is entered at the DDU, Saturday or Sunday.

For all other facilities, the start-the-clock event occurs Monday if the mail is dropped Saturday and/or Sunday, with the exception of Periodicals Mail, which will continue to have a start-the-clock of the day the mail is entered, Saturday or Sunday.

In addition, start your planning process now by evaluating what advertising mail you currently have targeted for delivery Saturday that you will want delivered Friday or Monday. You will need to evaluate the changes you will need to make in your printing and transportation schedules and contracts to support that day of delivery. You will need to assess what, if any, changes need to be made to the days of the week your drop-shipped mail is entered at a postal facility. Based on your evaluation, you will need to plan for the changes.

How will five-day delivery operations affect my business?

The elimination of Saturday delivery of mail to street addresses may mean that you will need to adjust what day you target for delivery of your advertising mail. If you currently target delivery by Saturday, you will need to change your printing and transportation schedules so your advertising mail will be delivered by Friday. This could mean drop-shipping your destinating mail or entering your originating mail one day earlier than you do now.

If you currently target delivery of your destinating advertising mail by Monday or Tuesday by drop-shipping your mail Saturday or Sunday, you may have to adjust the times you enter the mail, since the hours that destinating mail can be drop-shipped at a postal facility may be reduced.

How will five-day delivery affect the acceptance of my bulk mail?

Business mail entry units (BMEUs) and Post Offices will remain open Saturday and/or Sunday and accept bulk mail. Bulk mail accepted Saturday and/or Sunday at BMEUs or Post Offices will have service performance measurement rules for the start-the-clock event on Monday. Detached mail units will continue to operate Saturday and/or Sunday and the mail makeup requirements and start-the-clock event will continue to be governed by the customer/supplier agreement.

You may need to adjust when bulk mail is deposited at a BMEU or Post Office, depending on what day you are targeting for delivery. Bulk mail accepted Saturday and/or Sunday at a BMEU will have a start-the-clock event on Monday, with the exception of:

  • First-Class Mail from an intra-sectional center facility (SCF) — using a L005 labeling list — accepted at a BMEU co-located with that SCF’s plant, where the mail is separated, presorted and entered prior to the critical acceptance time. In addition, mailers will need to document such mail in PostalOne! or Postal Wizard. They also will need to provide letter mail in full tray equivalent of 90-100 percent utilized and provide overflow letter mail in a separate tray. The start-the-clock will be the day of acceptance, Saturday or Sunday. The remainder of these mailings that are not prepared to the local SCF will have a start-the-clock event on Monday. This may require an adjustment of what day that mail is deposited to ensure delivery is made on the day you have targeted.
  • Standard Mail accepted at a BMEU co-located with a network distribution center (NDC) or sectional center facility (SCF) plant and destined to that NDC (using a L601 labeling list) or that SCF, where the mail is separated, presorted and entered prior to the critical acceptance time. In addition, mailers will have to document that mail in PostalOne! or Postal Wizard, They also will have to provide letter mail in full tray equivalent of 90-100 percent utilized and provide overflow letter mail in a separate tray. The start-the-clock event will be on the day of acceptance, Saturday or Sunday. The remainder of those mailings that are not prepared to the local SCF will have a start-the-clock event on Monday.

What happens during a week that has a holiday?

As is the case now, there will be no mail delivery on a holiday except for Express Mail. If the holiday is a Monday, mail will not be delivered to street addresses for three consecutive days — Saturday through Monday. You will need to adjust your printing and transportation schedules, depending on whether you target delivery by Friday or Tuesday of a holiday weekend. If you target delivery by Friday and you drop-ship destinating advertising mail, you will need to enter the mail one day earlier than you do now. If you target delivery by Tuesday and you drop-ship destinating advertising mail over a weekend, you may need to adjust the time you enter the mail, since the hours that destinating mail can be drop-shipped at a postal facility may be reduced.

Remittance mailers and processors

Can we expect to get remittance mail on Saturday?

Remittance mail with a facing identification mark (FIM), and addressed to P.O. Boxes, will be delivered Monday through Saturday. Caller service remittance mail with a FIM addressed to a P.O. Box will continue to be available for pickup at processing and distribution centers up to seven days a week. The hours for the pickups may change on Saturday and Sunday.

How will five-day mail delivery affect my business?

Elimination of Saturday mail delivery to street addresses will have little effect on the delivery frequency of remittance mail with a FIM and addressed to P.O. Boxes. This mail will continue to be delivered/available for pickup as it is today. Remittance mailers using caller service will continue to be able to pick up remittance mail seven days a week at a P&DC. However, the hours for the pickup may change on Saturday and Sunday.

Except for Express Mail, originating mail will not be processed on Saturday as it is now. Mail will not be scheduled for collection from blue boxes on Saturday. Mail deposited at a Post Office will not be processed until Monday. Until customers make adjustments to when they mail important documents or payments to you, this will result in less reply mail that will be available to you for processing Monday through Wednesday. You may need to adjust your operations accordingly.

How will five-day delivery affect the acceptance of my bulk mail?

Business mail entry units (BMEUs) will be open Saturday and/or Sunday to accept bulk mail. Post Offices will be open Saturday to accept bulk mail. This means that bulk remittance mail (bills and statements) will continue to be accepted at DMUs or BMEUs on Saturday and Sunday. The hours a BMEU and Post Office are open on Saturday and Sunday may be reduced. This may require an adjustment to when mail is deposited at a BMEU or Post Office.

Elimination of Saturday delivery of mail to street addresses will have little effect on the delivery frequency of ballots addressed to P.O. Boxes with a facing identification mark (FIM). This mail will continue to be delivered/available for pickup as it is today. Election officials using caller service will continue to be able to pick up ballots as they do now, seven days a week at a processing and distribution center. However, the hours for the pickup may change on Saturday and Sunday.

Except for Express Mail, originating mail will no longer be processed Saturday. Mail will not be scheduled for collection from blue boxes Saturday. Mail deposited at a Post Office will not be processed until Monday. This means that the expected availability of ballots with a FIM addressed to a P.O. Box that are deposited Saturday will be Tuesday, if the ballot originates and destinates in an overnight service area.
