The start-the-clock event is Monday when a mailer enters or deposits Package Services Mail (Parcel Post, Parcel Select, bound printed matter, media mail and library rate mail) at an origin Post Office or origin processing and distribution center (P&DC) on Saturday.
The start-the-clock event is Saturday for Package Services mail entered at a sectional center facility (SCF) for local turnaround mail that originates and destinates in the service area of that SCF –– meaning the origin P&DC is equal to the SCF.
The start-the-clock event is Saturday for Package Services Mail entered at a network distribution center (NDC), if the mail originates and destinates in the service area of that NDC –– meaning the originating NDC is the same facility as the destination NDC or auxiliary service facility (ASF). Local turnaround mail will have a start the clock of Saturday when the Domestic Mail Manual is changed to provide this as an option for mailers who physically separate the local turn-around mail.
Package Services Mail entered at an origin Post Office is sent to the origin P&DC where it is processed within one day. The package is then sent to the origin NDC. The origin NDC processes the package within one day and then it is sent via long-haul surface transportation to the destination NDC. The time in transit is one to four days, depending on the distance between the origin NDC and the destination NDC. Package Services arriving at the destination NDC will be processed within one day and transported to the destination ASF (if needed), where further processing will occur within one day. If the package does not need to go to an ASF, it will be transported through the SCF to the destination delivery unit (DDU) and delivered within one delivery day.
