Global Express GuaranteedŪ (GXGTM) is an expedited delivery service for both documents and non-documents (i.e.,
merchandise items) that is the product of a business
alliance between the U.S. Postal ServiceŪ and FedEx Corporation. It provides senders with reliable, high-speed,
time-definite service from designated U.S. ZIP CodeTM
areas to principal locations in more than 190 countries
worldwide. Service is guaranteed to meet destination-
specific delivery standards or the requisite postage will be
refunded.
For almost all network destinations, GXG shipments are insured against loss or damage, up to a value of $100.00, at
no additional charge. Optional document reconstruction insurance, up to a maximum of $2,499.00, is available to almost all network countries. Optional insurance coverage for
non-documents (merchandise) is available to almost all
destination countries. In some instances, the prescribed indemnity limit is less than the $2,499.00 maximum. The fee
for optional GXG insurance coverage is $0.70 for each
$100.00 or fraction thereof. The maximum weight limit for
GXG shipments is 70 pounds, but some destinations have
a lower maximum weight limit. Consult your local Post
Office facility for additional details.

CORRECTION - EFFECTIVE DATE
Discontinuance of Global Direct - Canada Service
In Postal Bulletin 22128 (5-13-04, page 29), the article
"IMM Revision: Discontinuance of Global Direct - Canada
Service" noted that the date that outbound Global Direct -
Canada service will be discontinued is June 30, 2004. However, the actual discontinuance date is the following day -
July 1, 2004 - whereas June 30 is the last day that outbound Global Direct - Canada service will be accepted.
As noted in that article, ancillary services (business reply
service and return of undeliverable mail) for Canada Admail
and Canada Publications Mail will continue to be available
until September 30, 2004.
The revisions to the International Mail Manual (IMM) as
noted in the article are correct as stated because the revisions included no stated dates.

STAMP ANNOUNCEMENT 04-23
James Baldwin Stamp
The Postal ServiceTM will issue a 37-cent, James Baldwin commemorative stamp (Item 456600) in a pressure-
sensitive adhesive (PSA) pane of 20 on July 23, 2004, in
New York, New York. The stamp, designed by Phil Jordan
of Falls Church, Virginia, goes on sale nationwide July 24,
2004.
With this 20th stamp in the Literary Arts series, the Postal Service honors James Baldwin, one of the foremost
American writers of the 20th century. Artist Thomas Blackshear II based his portrait on a black-and-white photograph
of Baldwin taken around 1960, probably in New York. The
stamp background is evocative of Baldwin's semi-auto-
biographical novel Go Tell It on the Mountain, set in Harlem.
How to Order First Day of Issue Postmark
Customers have 30 days to obtain the first day of issue
postmark by mail. They may purchase new stamps at their
local Post OfficeTM, by telephone at 800-STAMP-24, and at
the Postal Store Web site at www.usps.com/shop. They
should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place

Stamp distribution offices (SDOs) will receive approximately one-third the standard automatic distribution quantity for a PSA sheet stamp. Distributions are rounded up to
the nearest master carton size (40,000 stamps).
Initial Supply to Post Offices
From the initial shipment, SDOs will make a subsequent
automatic distribution to Post Offices for one-fourth their
standard automatic distribution quantities using PS Form
17, Stamp Requisition/Stamp Return. SDOs must not distribute stamps to Post Offices before July 19, 2004.
Philatelic Requirement
SDOs with authorized philatelic centers will receive an
automatic distribution of these stamps in nine positions for
subsequent distribution to each philatelic window.

Post Offices requiring additional quantities of Item
456600 must requisition them from their designated SDO
using PS Form 17. SDOs requiring additional stamps must
order them from the appropriate accountable paper depository (APD) using PS Form 17.
For fulfilling supplemental orders from SDOs, the Chi-
cago APD will receive 3,200,000 additional stamps; the
New York and Memphis APDs will each receive 3,000,000
additional stamps; the San Francisco APD will receive
2,000,000 additional stamps; and the Denver APD will receive 600,000 additional stamps.
Sales Policy
All Post Offices must acquire and maintain a supply of
each new commemorative stamp as long as customer demand exists, until inventory is depleted, or until the stamp is
officially withdrawn from sale. If supplies run low, Post
Offices must reorder additional quantities using their normal ordering procedures.

Pictorial Cancellations Announcement
As a community service, the Postal ServiceTM offers
pictorial cancellations to commemorate local events
celebrated in communities throughout the nation. A list of
events for which pictorial cancellations are authorized
appears below. If available, the sponsor of the pictorial
cancellation appears in italics under the date.
Also provided, as space permits, are illustrations of those
cancellations that were reproducible and available at
press time.
People attending these local events may obtain the
cancellation in person at the temporary Post OfficeTM
station established there. Those who cannot attend the
event, but who wish to obtain the cancellation, may submit
a mail order request. Pictorial cancellations are available
only for the dates indicated, and requests must be
postmarked no later than 30 days following the requested
pictorial cancellation date.
All requests must include a stamped envelope or
postcard bearing at least the minimum First-Class MailŪ
postage. Items submitted for cancellation may not include
postage issued after the date of the requested
cancellation. Such items will be returned unserviced.
Customers wishing to obtain a cancellation should affix
stamps to any envelope or postcard of their choice,
address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for
sturdiness, and tuck in the flap. Place the envelope or
postcard in a larger envelope and address it to:
PICTORIAL CANCELLATIONS, followed by the NAME OF
THE STATION,ADDRESS, CITY, STATE, ZIP+4Ū CODE, exactly as listed
below (using all capitals and no punctuation, except thehyphen in the ZIP+4 code).
Customers can also send stamped envelopes and
postcards without addresses for cancellation, as long as
they supply a larger envelope with adequate postage and
their return address. After applying the pictorial
cancellation, the Postal Service returns the items (with or
without addresses) under addressed protective cover.

Meter Technology Migrating to Digital and IBI Meters
Digital printing meters and those that print information
based indicia (IBI) (Phases V and VI are the current preferred meter technology. The meter migration plan, summarized below, is a phased approach to migrate users from
early meter technology susceptible to tampering and misuse to the enhanced security of digital printing.

Phase I accomplished the retirement of all mechanical
meters. Phase II, which is nearly complete, requires the retirement of all manually reset meters (meters that must be
reset manually by a Postal ServiceTM employee).
Phases III and IV retire meters that use letterpress
technology to print indicia. These meters use rotary and
stamping print mechanisms, not digital printing. Phase IV
meters are enhanced by a design feature that disables a
meter not reset within a specified period or failing to meet
some prescribed criteria.

meter technology, which gives notice of the final plan for the
timetable for the retirement of letterpress meters, can be

There are no retirement dates scheduled for digital meters identified as Phases V and VI, as digital print technology and IBI indicia are the current preferred technology

the indicia.

NOTICE
Policy for Disposal of Meter Keys and Seals
Post OfficeTM employees with postage meter keys that
are no longer needed for resetting a meter should break the
keys in half and dispose of them locally. Return unopened
packs of plastic seals to the Material Distribution Center
(MDC) in Topeka, Kansas. The MDC will restock returned
plastic seals and make them available for offices that still
require them. Cut off the wires of the plastic seals remaining from opened packs and dispose of them locally.
Post Office employees returning unopened packs of
plastic seals to the MDC must follow the established standard operating procedures for returning items to stock and
use a return authorization code for the meter seal (PSIN:
0817PM, PSN: 5340-03-000-7006).
Post Offices were instructed several years ago to dispose of any lead seals. If a Post Office still has lead seals
for any reason, the Post Office must return them to the
MDC for disposal in accordance with established environmental safety laws.

The cost per unit of 500 is $11.00. This cost includes
overprinting the address of the fulfillment office placing the

cannot process the order until it receives payment.
Cyril-Scott will ship orders within 35 calendar days after
printing. Actual receipt of the order will depend on the ultimate destination and the corresponding delivery service
standard. You should save copies of all orders placed at

National M/A-COM Contract - Terminated
The Postal ServiceTM terminated its contract with M/A-
COM (Contract No. 363199-00-M-0918), effective June 16,
2004. M/A-COM supplies two-way radio equipment for the
Postal Service and will continue to provide support to contracted systems and services that were awarded before termination. The company will also continue to honor
equipment warranties and provide parts and service.
The M/A-COM contacts outlined in Material Logistics
