IMM Revision: Preparation Requirements for Priority Mail Express International Shipments

Effective January 22, 2017, the Postal Service™ will revise Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect updated mail preparation requirements for Priority Mail Express International® shipments. Revisions will appear in Exhibit 123.61, section 222.4, and all Individual Country Listings (ICLs) for countries that accept Priority Mail Express International service.

In the article “IMM Revision: Preparation Requirements for Priority Mail Express International Shipments” in Postal Bulletin 22375 (10-31-13, pages 17-19), we incorporated mailing standards for the July 2013 edition of PS Form 2976-B, Priority Mail Express International Shipping Label and Customs Form and announced that Label 11-B, Express Mail Post Office to Addressee would no longer be authorized for Priority Mail Express International shipments. In the articles “IMM Revision: Preparation Requirements for Priority Mail Express Shipments” and “DMM Revision: Mandatory Use of Customs Declaration PS Form 2976-B on APO/FPO/DPO Priority Mail Express” in Postal Bulletin 22418 (6-25-15, pages 7–11 and page 6, respectively), we continued the work begun in the 2013 article and made PS Form 2976-B mandatory for all Priority Mail Express International shipments that require a customs form. Now, in this article, we are completing the transition and revising the IMM to indicate that all Priority Mail Express International shipments must carry a PS Form 2976-B, regardless of weight, value, or contents.

In conjunction with the IMM revisions, we are making PS Form 2976-B mandatory for all Priority Mail Express® shipments to and from APO/FPO/DPO addresses, regardless of weight, value, or contents — see the article “DMM Revision: Customs Declaration Form PS Form 2976-B Mandatory for Use on All APO/FPO/DPO Priority Mail Express — Use of PS Form 2976-R Delayed” in this issue of the Postal Bulletin.
