Effective July 19, 2018, the Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect changes to the Individual Country Listing for Ukraine.
As a result of a formal request made through the Universal Postal Union via International Bureau Circular 73, dated May 28, 2018, Ukraine is providing a new Observation about correct addressing for parcels and for items sent with Registered Mail® service, stating that mailers must provide the addressee’s mobile telephone number.

Observations
[Add a new second Observation to read as follows (adding “1.” before the first Observation):]
2. On each item with Registered Mail service and on the customs form on each parcel sent to Ukraine, display the addressee’s mobile telephone number. Ukrposhta provides an SMS notification regarding the arrival of these items.

Although effective July 19, 2018, the Postal Service will incorporate this revision into the next edition of the online IMM. The online IMM is available via Postal Explorer® at pe.usps.com.
