Effective February 14, 2019, the Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect changes to the Individual Country Listing for the Philippines.
In consultation with Philippine Postal Corporation (PHLPOST), the Postal Service published an article titled “IMM Revision: Individual Country Listing for the Philippines” in Postal Bulletin 22507 (11-22-18, page 7) removing the prohibition of “coffee in any form” and adding a restriction to allow a limited quantity of “liquid coffee, coffee beans, or ground coffee for personal consumption only.” In that article, we inadvertently included “liquid coffee.” However, after publication we obtained further clarification from PHLPOST about what type of coffee is allowed, so we are revising the wording under “Restrictions” to replace “liquid coffee” with “powdered coffee.”

Powdered coffee, coffee beans, or ground coffee used for personal consumption only. Powdered coffee may not exceed two plastic bottles, each containing 500 grams (approximately 17.64 ounces), and coffee beans or ground coffee may not exceed 2 kilograms (approximately 4.4 pounds). Approval from the Food and Drug Administration (FDA) — Philippines is required for items that exceed these limits.

Although effective on February 14, 2019, the Postal Service will incorporate this revision into the next edition of the online IMM. The online IMM is available via Postal Explorer® at pe.usps.com.
