Publication 22 Revision: Updates for Expedited Packaging Supplies

Effective June 2021, the Postal Service™ revised Publication 22, Expedited Packaging Supplies, to include the following updates:

n Added a section, “Shipping Hazardous Items,” to include information on using Expedited Packaging Supplies.

n Deleted references to PS Form 4004-SP, Specialized Packaging Order Form, which has been discontinued and replaced by the National Customer Management System (NCMS) Expedited Packaging Supplies (EPS) Application for Specialized Packaging.

n Added language to specify that the Postal Service sales representative must order Specialized Packaging by accessing the NCMS EPS Application for Specialized Packaging.

n Added a section on Negotiated Service Agreements (NSAs). Sales must inform the Expedited Packaging Supplies Program when they are aware of an NSA for their customer. All Expedited Packaging Supplies (Standard, Specialized, or Customized) that the Postal Service provides to a customer are considered when the NSA is established.

n Added a section on the Prepaid Priority Mail® Flat Rate Stamped Envelope with an image of the Priority Mail Prepaid Stamped Flat Rate Envelope.

n Deleted references to Specialized Box #19, which has been discontinued due to not meeting the machineability criteria (12” x 12” x 15”).

n Moved the Expedited Packaging for Business Reply Mail (BRM) Use from the Standard Packaging section to the Specialized Packaging section.

n Added language to specify that customers wishing to purchase packaging for BRM must qualify by purchasing at least $75,000 for the annual cost of the envelopes. The Postal Service sales representative must order supplies for BRM use by accessing the NCMS EPS Application for Specialized Packaging.

n Chapters 8 and 9 have been re-numbered as Chapter 8, “Box Styles,” and Chapter 9, “Returning Expedited Packaging Supplies.”

n Added a section, “Quick Response Codes and Universal Product Codes barcodes.”

n Updated images with graphics for current expedited packaging throughout the publication.

n Go to blue.usps.gov.

n Click Publications.
