243 Determination by Agricultural Inspector

When mail opened and examined as authorized in subsection 242 is found to contain a listed item, the agricultural inspector must determine the following:

1. Whether the item is infested or infected with injurious insects or diseases and, if so, whether it can be satisfactorily disinfested or disinfected.
2. Whether the item has been moved in violation of a plant–quarantine law or regulation of the USDA or of the global state or territory of destination.
