The Headquarters organization that originates a directive or form decides which offices will receive copies and how many each will get. Most directives are distributed to facilities (Post Offices, bulk mail centers, etc.) in fixed quantities. For example, if one bulk mail center (BMC) receives 10 copies of a directive, usually all BMCs will receive 10 copies.
