The fundamental mission of the United States Postal Service® is to provide prompt, reliable mail delivery at fair and equitable prices to all customers and all communities. The FY 2004 – 2008 Five-Year Strategic Plan is structured around not only this mission, but also the organization’s vision – that the USPS® will continue to enable committed employees to provide the fundamental, trusted government service of timely, reliable, and accurate mail delivery with convenient access to all customers and communities at the lowest possible prices. The FY 2004 – 2008 Five-Year Strategic Plan provides stakeholders with an assessment of the challenges facing the Postal Service™, and describes how the Postal Service will continue to respond to the needs of the American people and increase its value to the U.S. economy during the next five years, and the plan provides an objective way for postal stakeholders, including Congress and the American people, to evaluate the performance of the Postal Service using valid measures and reliable data.
This is the third update of the Postal Service’s Five-Year Strategic Plan, and, as in the two previous plans, addresses the requirements of the Government Performance and Results Act (GPRA) of 1993. In 2006, the Postal Services’ Five-Year Strategic Plan was superseded by the 2006-2010 Strategic Transformation Plan.
