The start-the-clock event is Monday when a mailer enters or deposits Standard Mail at an origin Post Office or origin Processing and Distribution Center (P&DC) on Saturday. The start-the-clock event is Saturday for Standard Mail entered at a sectional center facility (SCF) or area distribution center (ADC) for local turnaround mail that originates and destinates in the service area of that SCF or ADC. This means the originating facility is the same facility as the destination facility.
Local turnaround mail entered at a L009 facility, which is included in the L009 labeling list, will have a start the clock of Saturday after the Domestic Mail Manual is changed to provide this as an option for mailers who physically separate the local turn-around mail.
Standard Mail that is entered at the origin Post Office will be transported to the origin P&DC where it will be processed within one day. It will then be transported to the L009 facility and processed within two days. After processing at the L009 facility, it will be transported via long-haul surface transportation to the destination ADC.
The long haul surface transportation will be between 1-4 days, depending on distance between the L009 facility and the ADC facility. After Standard Mail has reached the ADC facility it will be processed within one day and then transported to the SCF. The mail will be processed at the SCF within one day and transported to the destination delivery unit (DDU). The mail will be delivered from the DDU within one day. If the ADC and the SCF are the same, the mail will be processed within one day at the ADC/SCF and transported to the DDU. The mail will be delivered within one day from the DDU.
Standard Mail that is identified at the origin P&DC as turnaround to the local ADC service area, where the origin P&DC is the same as the ADC, will be processed within one day and transported to the SCF. The mail will be processed at the SCF within one day and transported to the delivery unit within one day. The mail will be delivered from the destination delivery unit (DDU) within two days. Standard Mail that is identified at the origin P&DC as turnaround to the local SCF service area, where the origin P&DC is the same as the SCF will be processed within one day and transported to the DDU. The mail will be delivered from the DDU within two days.
