3-4 No Refund

The Postal Service does not make refunds for the following:

1. A denied or withdrawn application.
2. The period before the effective date of the authorization.
3. Postage not paid by advance deposit account.
4. Postage at any price affixed to copies of the publication.
5. Postage paid at Express Mail® prices.
6. Postage paid at First-Class Mail prices. Exception: The Postal Service may authorize a refund for postage paid at single-piece First-Class Mail prices for a mailing that was presorted and prepared as Periodicals mail but that had fewer than 200 pieces or weighed less than 50 pounds.
7. Postage on mailings not meeting the applicable preparation or other eligibility standards for Periodicals.
