Background:
Public Law 116-229 designated the facility of the United States Postal Service located at 1401 First St. N in Winter Haven Florida, as the Althea Margaret Daily Mills Post Office Building.
Ms. Mills was a Polk County civil rights advocate and the first black career employee of the U.S. Postal Service in Winter Haven. She later became a manager at the Florence Villa Post Office. She died in 2008.
