USPS Seeks Operator for Dededo Contract Postal Unit

Deadline to Apply for Self-Employed Contract Role is July 6

BARRIGADA — The U.S. Postal Service is seeking interested parties to operate a contract postal unit (CPU) located in Dededo, Guam on Marine Corps Drive.

CPUs are supplier-owned or supplier-leased facilities operated by private vendors under contract to the Postal Service to provide postal products and services to the public at U.S. Postal Service prices.

A previous CPU in Dededo closed in April 2021. Previous attempts to identify a Dededo CPU operator have been unsuccessful.

The contractor’s requirements will include:

  • Providing postal retail operations in a space no less than 800 square feet, to include selling stamps, affixing postage to packages, and accepting mail for dispatch during posted retail hours of operation
  • Distribution of mail to Post Office Boxes
  • Handling/scanning of packages and accountable mail for customer pickup  
  • Preparing outgoing mail for pickup
  • Administration of the Post Office Box section: collecting Post Office Box rent; issuing keys, maintaining records; maintenance of the exterior and interior of the Post Office Box equipment as required.

The Postal Service will provide the necessary training to the winning bidder to perform all required duties.  The winning bidder will be a self-employed contractor who will provide all required labor and will not be considered a postal employee.

The Postal Service generally receives no tax dollars for operating expenses and relies on the sale of postage, products, and services to fund its operations.
