Required Procedures for Environmental Agency Inspection Visits and Notices of Violation

U.S. Postal Service® (USPS®) policy requires full compliance with all applicable local, state, and federal environ- mental regulations, and full cooperation with environmental regulators conducting site inspections.

Environmental Agency Inspections and Site Visits

The site installation head must immediately report visits and site inspections by the U.S. Environmental Protection Agency (EPA), or any state or local environmental regulatory agency, to the appropriate USPS Environmental Implementation regional manager. The installation head must make the report if the site visit is pre-scheduled or unannounced.

The site installation head, or his or her designee, also must follow the guidelines in the Environmental Compliance Bulletin for Environmental Agency Inspections and Site Visits at blue.usps.gov/sustainability/_pdf/SOP/sop-regulator-visit-notices.pdf. Following the guidelines will ensure appropriate support and facility compliance during environmental agency inspections at USPS facilities.

Environmental Notices of Violation and Similarly Entitled Notices

A notice of violation (NOV) or similarly entitled notice, such as a warning letter, request for information, request to show cause, or notice of non-compliance, can be issued to USPS for failure to comply with an environmental regulation. NOVs, issued by the EPA or a state or local agency, may occur as the result of a regulatory site visit or inspection.

Contact your respective Environmental Implementation regional manager immediately if your site receives an NOV or similarly entitled action, such as a warning letter, notification of non-compliance, or request for compliance documentation. Also send an electronic copy of the notice.

Report an environmental regulatory agency visit or NOV (or similarly entitled notice) by sending an email to the appropriate Environmental Implementation regional manager. The Environmental Implementation regional manager will assign an Environmental Field Support specialist to help the site:

n Nicholas DeCarlo (nicholas.decarlo@usps.gov) is the Environmental Implementation regional manager contact for:

n Processing facilities and Headquarters facilities located within the Eastern processing region (except the Westshores Division and the state of Michigan);

n Retail and Delivery facilities located within the Atlantic and portions of the Central (i.e., KY-WV, OH 1, and OH 2); and

n Southern Areas (i.e., AL-MS, FL 1, FL 2, FL 3, GA, PR, SC, and TN).

n Judy Wingo-Stalinger (judy.wingostalinger@usps.gov) is the Environmental Implementation regional manager contact for:

n Processing facilities and Headquarters facilities located within the Western processing region, the state of Michigan, and the Westshores Division of the Eastern processing region;

n Retail and Delivery facilities located within the WestPac and portions of the Central (i.e., IA-NE-SD, IL 1, IL 2, IN, KS-MO, MI 1, MI 2, MN-ND, and WS); and

n Southern Areas (i.e., AR-OK, LA, TX 1, TX 2, and TX 3).
