DMM Revision: Electronic Certificate of Mailing Acceptance

Effective January 19, 2025, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), sections 503.5.1.6 and 503.5.2.3, to clarify the acceptance criteria for electronically submitted Certificate of Mailing forms PS 3665 and PS 3606-D.

The Postal Service is revising the acceptance standards for Certificate of Mailing to allow electronically submitted form PS 3665, Certificate of Mailing — Firm (Domestic), with mailings of three or more pieces and electronically submitted form PS 3606-D, Certificate of Bulk Mailing — Domestic, of any number of pieces or weight in pounds to be presented at a Post Office® Business-Mail Entry Unit (BMEU).

Although the Postal Service will not publish this revision in the DMM until January 19, 2025, these standards are effective immediately.

5.1 Basic Standards

5.1.6 Acceptance

[Revise the text of 5.1.6 to read as follows:]

The following apply:

a. Hardcopies of form PS 3665, Certificate of Mailing — Firm (Domestic), (including USPS-approved privately printed versions) with mailings of less than 50 pieces and less than 50 pounds of corresponding articles presented at one time must be presented to a retail Post Office, station, or branch.

b. Hardcopies of form PS 3665 (including USPS-approved privately printed versions) with mailings of at least 50 pieces or 50 pounds of corresponding articles presented at one time must be presented to a Post Office Business-Mail Entry Unit (BMEU) or authorized Detached-Mail Unit (DMU).

c. Electronically submitted form PS 3665 with mailings of three pieces or more must be presented to a Post Office BMEU.

5.2.3 Acceptance

The following apply:

a. Hardcopies of form PS 3606-D, Certificate of Bulk Mailing — Domestic, (including USPS-approved facsimiles) with identical-weight mailings of less than 50 pieces and less than 50 pounds must be presented at any retail Post Office, station or branch.

b. Hardcopies of form PS 3606-D (including USPS-approved facsimiles) with identical-weight mailings of at least 50 pieces or 50 pounds must be presented to a Post Office Business-Mail Entry Unit (BMEU) or authorized Detached-Mail Unit (DMU).

c. Electronically submitted form PS 3606-D of any number of pieces or weight in pounds must be presented to a Post Office BMEU.
