Effective May 29, 2025, the Postal Service™ is revising the Individual Country Listing for Singapore in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to add an observation to include the addressee’s phone number on the customs declaration form or address label when mailing certain items to Singapore.
This revision is based on a formal request that Singpost (the designated postal operator of Singapore) made through the Universal Postal Union via International Bureau Circular 97, dated June 3, 2019.

3. On each Priority Mail Express International item, Registered Mail item, and each item containing goods, Singpost (the designated postal operator of Singapore) requests that the mailer provide the addressee’s phone number (if possible) on the customs declaration form or address label.
