DMM Revision: Filing Indemnity Claims for Loss or Damage

Effective November 3, 2025, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), section 609, to reflect recent updates to the claims filing process. The section is also being revised for consistency.

The Postal Service is revising the chart under DMM section 609.1.4 to reflect a “No Sooner Than” filing date of 6 days for the “Insured Mail” line entry, unless the claims are bulk claims submitted via the Business Customer Gateway (BCG). Such bulk claims will remain at the “No Sooner Than” 15 days filing date.

The Postal Service is also revising the following:

n DMM section 609.5.5, “Dual Claims,” to reflect that if the mailer and the addressee both claim insurance, any payment due is made to the party who submits the claim first and whose claim is approved for payment.

n DMM sections 609.1.5.1, 609.6.2, and 609.6.3 to update the URL addresses that customers must use when filing or appealing claims online.

Although these revisions will not be published in the DMM until November 3, 2025, these standards are effective immediately.
