DMM Revision: Domestic Competitive Products Pricing and Mailing Standards Changes

Effective January 18, 2026, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), section 507, to add a new section that includes standards on USPS® Delivered Duty-Paid (DDP) Service, which becomes effective January 18, 2026.

The Postal Service is also revising the DMM to reflect changes effective January 18, 2026, to prices for the following domestic competitive products as established by the Board of Governors of the United States Postal Service:

n Priority Mail Express®.

n Priority Mail®.

n USPS Ground Advantage®.

n Parcel Select®.

n Extra Services.

n Mailer Services.

n Recipient Services.

n Other.

Information on new prices is available on the Postal Explorer® website at pe.usps.com.

No product changes are scheduled for Postal Service domestic competitive products among competitive product price changes effective January 18, 2026.

USPS® Delivered Duty Paid (DDP) Service

Effective January 18, 2026, the Postal Service is introducing the USPS Delivered Duty-Paid (DDP) fee. DDP involves the mailer prepaying any required applicable customs duties, taxes, and fees on items mailed from certain U.S. possessions and territories and destined to domestic locations within the U.S. customs territory. The fee that the Postal Service will establish for facilitating payment does not include any other applicable taxes and duties, or any non-USPS fees, which are collected separately and passed through to a third party.

The Postal Service provides additional resources to assist customers with this price change for competitive products. These tools include price lists, downloadable price files, and Federal Register Notices, which are available on the Postal Explorer website at pe.usps.com.

13.0 USPS Delivered Duty-Paid (DDP) Service

USPS Delivered Duty Paid (DDP) Service involves the mailer prepaying any required applicable customs duties, taxes, and fees on items mailed from certain U.S. possessions and territories and destined to domestic locations within the U.S. customs territory. The fee that the Postal Service will establish for facilitating payment (see Notice 123 — Price List) does not include any other applicable taxes and duties, and any non-USPS fees, which are collected separately and passed through to a third party. USPS DDP may not be available at all locations or through all payment channels.
