DMM Revision: Overweight-and-Oversize-Items Fee Application

Effective July 12, 2026, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), sections 601.1.2.1 and 601.1.2.3, to reflect a change in Postal Service requirements regarding applying the overweight-and-oversize-items fee.

Except for items that are overweight (more than 70 pounds) or oversized (more than 130 inches in length and girth) discovered during a retail transaction and returned to the mailer, mailers of retail and commercial paid overweight or oversize items reported in a manifest or found in the Postal Service network will be assessed the $200 overweight- or oversize-items fee. When applicable, the fee must be paid before the Postal Service will release the item to the mailer or addressee.

This standard becomes effective on July 12, 2026.
