International Mailing Services Price Adjustments

Effective July 12, 2026, the Postal Service™ will revise Notice 123, Price List, to reflect changes to prices and fees for the International Mailing Services noted in this article. The new prices are based on Postal Regulatory Commission (PRC) Order No. 9584 issued on May 27, 2026, in PRC Docket No. R2026-1. In that order, the PRC favorably concluded that the international price adjustments, including the elimination of the Customs Clearance and Delivery Fee for Inbound Letter Post letters and flats, in the Postal Service’s notice may go into effect on July 12, 2026. This order is available on the PRC website at prc.gov.

This article describes the international price changes for the following mailing services:

n First-Class Mail International^®.

n These international market dominant extra services and fees:

n Certificate of Mailing.

n Registered Mail^® service.

n Return Receipt service.

n Customs Clearance and Delivery.

n International Business Reply™ Mail Service.

First-Class Mail International (FCMI):

The price for a single-piece postcard will be $1.75 worldwide. The price for the FCMI letter nonmachinable surcharge will remain $0.49. The FCMI single-piece letter and flat prices will be as follows:

International Extra Services and Fees:

The Postal Service will increase prices for certain market dominant international extra services as noted:

n Registered Mail service: The fee for international Registered Mail service for FCMI will increase to $25.00.

n Return Receipt service: The fee for international Return Receipt service for FCMI will increase to $7.20.

n Customs Clearance and Delivery: The fee for Inbound Letter Post letters and flats will be eliminated.

n International Business Reply™ Mail Service (IBRS): The price for IBRS cards will increase to $2.65, and the price for IBRS envelopes (up to 2 ounces) will increase to $3.30.

The Postal Service will incorporate these revisions into the July 12, 2026, edition of Notice 123, Price List, which is available via Postal Explorer at pe.usps.com.
