Required Procedures for Environmental Agency Inspection Visits and Notices of Violation

USPS® sites must fully comply with all applicable federal, state, and local environmental regulations, and with environmental regulators conducting site inspections.

Environmental Agency Inspections and Site Visits

The site installation head or designee must immediately report visits and site inspections by the Environmental Protection Agency (EPA) or any state or local environmental regulatory agency, to the appropriate USPS Environmental Implementation Regional Manager (West or East), regardless of whether the site visit is pre-scheduled or unannounced.

The site installation head or designee must follow the guidelines in the Environmental Agency Inspections/Site Visits and Notices of Violations Environmental Compliance Bulletin/Standard Work Instruction, at blue.usps.gov/sustainability/_pdf/SOP/sop-regulator-visit-notices.pdf. Following the guidelines will ensure appropriate support and site compliance during environmental agency inspections at USPS sites.

Environmental Notices of Violation or Non–Compliance

A notice of violation (NOV) or similarly titled notice, such as a warning letter, request for information, request to show cause, request for compliance documentation, or notice of non-compliance, can be issued to USPS for failure to comply with an environmental regulation. NOVs, issued by the EPA or a state or local agency, may occur as the result of a regulatory site visit or inspection. If your site receives a notice or action of this type, immediately contact your respective USPS Environmental Implementation Regional Manager (West or East) and send an electronic copy.

USPS Environmental Affairs Points of Contact

Report an environmental regulatory agency visit or NOV (or similarly titled notice) by sending an email to the appropriate USPS Environmental Implementation Regional Manager (West or East), who may assign an Environmental Field Support Specialist to assist the site.
