DMM Revision: Sexually Oriented Advertisements – Electronic Option to File PS Form 1500, Application for Listing and/or Prohibitory Order

Effective November 2, 2026, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), section 508.10.0, to add an electronic filing option for requests not to receive unsolicited sexually oriented advertisements in the mail.

Currently, the Postal Service only offers persons who do not want to receive unsolicited sexually oriented advertisements through the mail the right to invoke the protection of Section 3010 of Title 39 USC, which allows individuals to block unsolicited sexually oriented advertisements from their mailboxes, by completing and filing, with any postmaster or designated USPS representative, PS Form 1500, Application for Listing and/or Prohibitory Order.

The Postal Service is revising DMM section 508.10.0 to add an electronic option (preferred) for filing PS Form 1500 to invoke the protection of Section 3010. The electronic option for filing PS Form 1500 will be available at USPS.com/soa.

Although this revision will not be published in the DMM until November 2, 2026, this standard will become effective October 1, 2026.

10.2 Applying for Listing

10.2.1 Methods of Filing

A person may invoke the protection of Section 3010 by using one of the following methods to complete and file PS Form 1500, Application for Listing and/or Prohibitory Order:

a. Electronically (preferred): The form is available on USPS.com/soa.

b. Manually: The form may be completed and submitted to any postmaster or designated USPS representative and is available at Post Offices.

10.2.4 Applications for Different Addresses

Filing a single application results in the listing of a single address for the person filing. A person who moves must refile a new PS Form 1500 under 10.2.1 to receive the protection of Section 3010 at his or her new address.
