Nationwide Programmatic Agreement

The United States Postal Service (USPS) is committed to the responsible stewardship of its historic facilities nationwide.

In keeping with this commitment, the USPS is developing a Nationwide Programmatic Agreement (PA) to guide routine operations, maintenance, and repair activities at historic postal facilities in compliance with the National Historic Preservation Act (NHPA), specifically Section 106 (54 U.S.C. § 306108). This Nationwide PA does not cover the disposal or out-leasing of historic properties, which are addressed through separate Section 106 compliance processes.

The Nationwide PA outlines standardized procedures, roles, and responsibilities for the treatment of historic postal facilities, identifies categories of routine activities that may be exempt from further Section 106 review, and defines consultation processes with State Historic Preservation Offices (SHPOs), Tribal Historic Preservation Officers (THPOs), and other consulting parties when appropriate.

How to comment

USPS invites comments on the Nationwide PA. Interested parties may submit written comments during announced comment periods identified on this webpage. Comments should clearly reference the Nationwide PA and, when possible, identify the specific provision or issue being addressed. All comments received by the stated deadline will be reviewed and considered by USPS in coordination with the Advisory Council on Historic Preservation (ACHP), as appropriate.
