Judicial Officer Gary Shapiro

Judge Gary Shapiro was appointed Judicial Officer by Postmaster General Brennan in November 2015. In that capacity, Judge Shapiro serves as chairman of the Postal Service Board of Contract Appeals under the Contract Disputes Act and as vice president of the Judicial Officer department.

The Judicial Officer department is a neutral court system within the Postal Service whose judges are independent decision-makers. It is comprised of the Judicial Officer, the Office of Administrative Law Judges and the Postal Service Board of Contract Appeals. As Judicial Officer, Judge Shapiro exercises the delegated authority of the Postmaster General to issue final agency decisions on a wide range of statutory and regulatory matters involving the Postal Service.

Judge Shapiro brings three decades of legal experience within the Postal Service. Beginning in 1986, he served in the Office of the General Counsel, both in Headquarters and in the Western Area Field Office, in a variety of attorney positions concentrating in litigation and contract law. He has served as a judge since 2008, having been appointed by Postmaster General Potter. From 2012 to 2015, Judge Shapiro served as Associate Judicial Officer and vice chairman of the Postal Service Board of Contract Appeals, under an appointment by Postmaster General Donohoe.

Judge Shapiro served as president of the Boards of Contract Appeals Bar Association and, in 2015, was presented with the Bar Association’s Lifetime Service Award. In 2014, Judge Shapiro received two judicial studies graduate certificate degrees, in Administrative Law and Dispute Resolution, from the National Judicial College. He is an author and frequent speaker at conferences and seminars on government contract law and litigation techniques.

Judge Shapiro attended the Georgetown University Law Center, where he graduated magna cum laude with a Juris Doctor degree, and also holds a Bachelor of Arts degree in political science. He has been married to his wife Gail for over 30 years and has three children.
