2-10.2 Competitive Purchases

Competitive purchases must be made utilizing adequate competition. Adequate competition means the solicitation of a sufficient number of the best qualified suppliers to ensure that the required quality and quantity of goods and services are obtained when needed and that the price is fair and reasonable. Soliciting numerous potential suppliers is recommended whenever feasible. The number of identified firms to be solicited under a competitive purchase will vary by commodity, market conditions, and the resulting needs of the Postal Service.
