Effective November 6, 2023, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), section 604.9.5.5, to reflect the Postal Service’s discontinuing guaranteed-service postage refunds for Priority Mail Express® mailpieces destined to or originating from Alaska or Hawaii. The Postal Service has determined that operationally it cannot meet service commitments for Priority Mail Express mail destined to or originating from Alaska or Hawaii.
Postage refunds for loss will still be available for mailpieces destined to or originating from Alaska or Hawaii.
Although the Postal Service will not publish this revision in the DMM until November 6, 2023, the standard is effective August 1, 2023.
