DMM Revision: USPS-Produced Packaging

Effective November 6, 2023, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), in various sections, to clarify requirements for using USPS®-produced packaging for Priority Mail Express®, Priority Mail®, and USPS Connect™ Local mail.

Currently, USPS-produced packaging, including Flat Rate containers, is not eligible for shipping live animals. The Postal Service is clarifying that in addition to live animals, USPS-produced packaging is not eligible for shipping mailable hazardous material. This clarification will provide consistency within the DMM and other Postal Service publications.

In addition, the Postal Service will update the applicable Quick Service Guides (QSGs) to reflect this revision.

Although the Postal Service will not publish these revisions in the DMM until November 6, 2023, the standards are effective immediately.
