IMM Revision: Individual Country Listing for Belarus

Effective July 27, 2023, the Postal Service™ is revising the Individual Country Listing for Belarus in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect additional prohibitions.

These revisions are based on a formal request that Belpochta (the designated postal operator of Belarus) made through the Universal Postal Union via International Bureau Circular 82, dated May 22, 2023.

[Revise the entry beginning with “Tobacco” to read as follows, and add an entry beginning with “Unmanned” in alphabetical order:]

Tobacco and tobacco products, including products containing tobacco or nicotine and those intended for inhalation by heating or other methods (without burning) and smoking mixtures of all kinds.

Unmanned aerial vehicles, such as drones and copters, except aircraft used for entertainment without any recording equipment (including photo and video). Permitted aircraft must not have automatic flight capability, but must be controlled remotely by the operator and monitored by visual observation.

Although effective July 27, 2023, the Postal Service will incorporate these revisions into the next edition of the online IMM, which is available via Postal Explorer® at pe.usps.com.
