Effective September 30, 2023, the Postal Service™ will revise the Employee and Labor Relations Manual (ELM), subchapter 590, “Thrift Savings Plan,” to reflect changes to the Thrift Savings Plan automatic contribution rate, and to update information regarding the Thrift Savings Plan administrator, including the administrator’s mailing address and contact information.

The Postal Service will incorporate these revisions into the next online ELM, which is scheduled to publish September 30, 2023. These standards will become effective when they have published.
