Effective September 7, 2023, the Postal Service™ is revising the Individual Country Listing for Kuwait in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to add an observation noting that the mailer must include all relevant documentation when mailing items containing goods to Kuwait.
This revision is based on a formal request that the Ministry of Communications (the designated postal operator of Kuwait) made through the Universal Postal Union via International Bureau Circular 120, dated July 24, 2023.

2. The mailer must attach all necessary or relevant documentation, including invoices, export/import licenses, certificates of origin, health certificates, etc., to the inside or outside of the item to expedite customs clearance of goods mailed to Kuwait.

Although effective September 7, 2023, the Postal Service will incorporate this revision into a later edition of the online IMM (after the one scheduled for September 11, 2023). The IMM is available via Postal Explorer® at pe.usps.com.
