IMM Revision: Individual Country Listing for Thailand

Effective August 22, 2024, the Postal Service™ is revising the Individual Country Listing for Thailand in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to add observations regarding changes to customs regulations for low-value goods and to addressee contact information for items sent to Thailand.

These revisions are based on formal requests that Thailand Post Co. Ltd. (the designated postal operator of Thailand) made through the Universal Postal Union via International Bureau Circular 111, dated July 8, 2024.

[Add two new entries to read as follows (adding “1” before the first entry):]

2. As of July 5, 2024, Thailand Post Co. Ltd. abolished the de minimis value threshold applied to the value-added tax (VAT) for low-value goods imported into Thailand. Imported goods with a value between 1 and 1,500 Thai Baht (THB), inclusive of freight and insurance charges, are exempt from import duties.

3. Display both the addressee’s mobile phone number (if available) and email address (if available) on the customs declaration form of each item mailed to Thailand.

Although effective August 22, 2024, the Postal Service will incorporate these revisions into the next edition of the online IMM, which is available via Postal Explorer® at pe.usps.com.
