Effective January 1, 2025, the Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect changes to international Return Receipt as established by the Universal Postal Union. The Postal Service made similar revisions to Notice 123, Price List, available on Postal Explorer® at pe.usps.com.
In Order No. 8179 issued on December 2, 2024, in Postal Regulatory Commission (PRC) Docket No. MC2025-58, the PRC favorably concluded that the termination of international Return Receipt as an extra service for Priority Mail International service and First-Class Package International Service may go into effect on January 1, 2025. However, international Return Receipt will continue to be available for First-Class Mail International letters and flats when Registered Mail is purchased as an extra service. The order is available on the PRC website at prc.gov.
These IMM revisions implement changes associated with the termination of international Return Receipt as an extra service for the following:
n Priority Mail International® Service.
n First-Class Package International Service®.
n Retention for First-Class Mail International® Service when used with international Registered Mail® Service.
