Effective April 17, 2025, the Postal Service™ is revising the Individual Country Listing for Vietnam in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to add an observation regarding changes to customs regulations for low-value goods and addressee contact information for mailing certain items to Vietnam.
This revision is based on a formal request that Vietnam Post, (the designated postal operator of Vietnam) made through the Universal Postal Union International Bureau Circular 26, dated February 17, 2025.

2. As of February 18, 2025, the de minimis value threshold applied to value-added-tax (VAT) was abolished for low-value goods that are imported into Vietnam.
3. On each item containing goods, Vietnam Post (the designated postal operator of Vietnam) requests that the mailer include the addressee’s mobile phone number and email address (if available) on the customs declaration form.
