Handbooks EL-809 and EL-809T Revision: Updating to Reflect Current Postal Service Organizational Structure

Effective August 2025, the Postal Service™ will revise handbooks EL-809, Guidelines for Area/Local Joint Labor-Management Safety and Health Committees, and EL-809T, Area/Local Joint Labor-Management Safety and Health Committee Training, to incorporate updates reflecting the current Postal Service organizational structure. Changes are also being made to enhance clarity and for conciseness.

The Postal Service will incorporate these revisions into the next online editions of handbooks EL-809 and EL–809T, which are available on the Postal Service PolicyNet website:

n Go to blue.usps.gov.

n In the left-hand column click Essential Links, and then click PolicyNet.

n Go to the right-hand side under “Published Forms and Directives.”

n Click Handbooks.

n Scroll down the alphabetized list to locate the name of each handbook.

The direct URL for the Postal Service PolicyNet website is blue.usps.gov/cpim. The URL to the list of Postal Service handbooks is blue.usps.gov/cpim/hbkid.htm.

The revised standards will become effective immediately after the new version of the handbook containing them is posted online.
