Effective November 3, 2025, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), section 505.1.3, to clarify using USPS®-provided Priority Mail® packaging for Business Reply Mail® (BRM).
The Postal Service is adding a new section 505.1.3.9 to clarify that using USPS-provided Priority Mail packaging as BRM inserts for solicitation purposes is unauthorized unless the customer (Mail Service provider or mail owner) enters into an agreement with the Postal Service and is willing to cover the cost of the envelopes.
DMM section 505.1.3.9 will also include the provision that sales representatives will be the source for details on the agreement, required quantities, and ordering.
Although this clarification will not be published in the DMM until November 3, 2025, the standards are effective immediately.
