Effective December 25, 2025, the Postal Service™ is revising the Individual Country Listing for Türkiye in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to note that international postal items containing shoes, toys, and leathercraft products (including bags and suitcases made of real or artificial leather) must be declared using a detailed or full import customs declaration, submitted by a customs consultant (broker) acting on behalf of the addressee.
This revision is based on a formal request that Turkish PTT Corporation (the designated postal operator of Türkiye) made through the Universal Postal Union via International Bureau Circular 173, dated November 10, 2025.

8. Postal items containing shoes, toys, and leathercraft products (including bags and suitcases made of real or artificial leather), regardless of their content value or quantity, will not be processed under the simplified customs declaration procedure applicable to other postal imports. This regulation does not constitute a restriction or prohibition on the importation of such items. These products can continue to be sent to Türkiye; however, before customs duties are paid, a detailed or full import customs declaration must be submitted to the Turkish Customs Administration by a licensed customs consultant or broker, acting on behalf of the addressee. This process cannot be performed by the addressee, the postal operator, or transport companies.

Although effective December 25, 2025, the Postal Service will incorporate this revision into the January 18, 2026, edition of the online IMM, which is available via Postal Explorer® at pe.usps.com.
