IMM Revision: Termination of M-bag Service to French Overseas Territories

Effective February 19, 2026, the Postal Service™ is revising Mailing Standards of the United States Postal Service, International Mail Manual (IMM®), subchapter 260 and Individual Country Listings, to reflect changes to M–bag® service availability to French overseas regions, departments, and collectivities (herein referred to as “French overseas territories”).

These revisions are based on correspondence between the U.S. Postal Service® and La Poste, the designated postal operator for France, including French overseas territories. The Postal Service is updating IMM subchapter 260 and the Individual Country Listings to reflect that M-bag service will no longer be available to the following locations:

n French Guiana.

n Guadeloupe (including Saint Bartholomew and Saint Martin).

n Martinique.

n Mayotte.

n Reunion.

n Saint Pierre and Miquelon.
