IMM Revision: Individual Country Listing for Türkiye

Effective March 5, 2026, the Postal Service™ is revising the Individual Country Listing for Türkiye in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect that international postal items containing goods must be declared using a detailed or full import customs declaration, submitted by a customs consultant or broker acting on behalf of the addressee, and include a mobile phone number on the customs declaration form to facilitate the customs clearance process.

These revisions are based on a formal request that Turkish PTT Corporation (the designated postal operator of Türkiye) made through the Universal Postal Union via International Bureau Circular (IBC) 10, dated February 6, 2026. This change modifies the customs clearance process established by IBC 173, dated November 12, 2025.

Observations

5. Customs duties are levied according to the rates determined by the import regime decision for the country of origin, based on the Turkish Customs Tariff Schedule (GTIP — customs tariff statistical position) of the goods.

6. For each item containing goods, the mailer should include the addressee’s email address and mobile telephone number, where available, on the customs declaration form. Turkish Post will notify the addressee that the item has arrived in Türkiye and provide guidance about customs clearance requirements by telegram and SMS (where a mobile telephone number is provided).

8. Postal items containing goods (except for a small group of non-commercial products, such as samples, medicines, food supplements, and books), regardless of their value or quantity, will not be processed under the simplified customs declaration procedure. This regulation does not constitute a restriction or prohibition on the importation of goods through the mailstream. These items can continue to be sent to Türkiye; however, before customs duties are paid, a detailed or full import customs declaration must be submitted to the Turkish Customs Administration only by a licensed customs consultant or broker, acting on behalf of the addressee. This process cannot be performed by the addressee, the postal operator, or transport companies.
