Effective April 16, 2026, the Postal Service™ is revising the Individual Country Listing for the United Arab Emirates (UAE) in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect that the UAE is transitioning to a 12-digit tariff code structure. However, due to current technical limitations, mailers should provide the first 10 digits of the 12-digit tariff code.
This revision is based on a formal request that Emirates Post Group Company PJSC (the designated postal operator of the UAE) made through the Universal Postal Union via International Bureau Circular 33, dated March 16, 2026.

6. The UAE is transitioning to a 12-digit Gulf Cooperation Council (GCC) tariff code structure. Where possible, it is recommended that senders provide the full 12-digit GCC tariff code. In circumstances where technical limitations only allow 10 digits, use the first 10 digits of the 12-digit GCC tariff code in the HS Tariff Number field of the customs form or Shipping Services File.
