Effective April 30, 2026, the Postal Service™ is revising the Individual Country Listing for Belarus in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect the prohibition of certain articles and audiovisual materials in items destined for Belarus.
These revisions are based on a formal request that RUE Belpochta (the designated postal operator of Belarus) made through the Universal Postal Union via International Bureau Circular 28, dated March 9, 2026.

Printed and audiovisual materials aimed at promoting Nazi paraphernalia or symbols, or confusingly similar paraphernalia or symbols.
Printed and audiovisual materials containing calls for extremist and terrorist activities or public justification of terrorism (see also 132.1 and DMM 601.9.5.5).
Printed and audiovisual materials of a pornographic nature transported for the purpose of sale (see also DMM 601.9.5.4).

Although effective April 30, 2026, the Postal Service will incorporate these revisions into the next edition of the online IMM, which is available via Postal Explorer® at pe.usps.com.
