IMM Revision: Individual Country Listing for Panama

Effective April 30, 2026, the Postal Service™ is revising the Individual Country Listing for Panama in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect the prohibition of raw materials or unfinished products and restrictions on the quantity limits on cosmetics and prescription drugs for items destined for Panama.

These revisions are based on a formal request that Correos Panamá, (the designated postal operator of Panama) made through the Universal Postal Union via International Bureau Circular 23, dated March 9, 2026.

Raw materials or unfinished products used in the manufacturing of medicines. Raw materials include active and inactive (excipient) ingredients and components that come in contact with medicines. Unfinished products refer to medicines that have been formulated but not packaged, including tablets or capsules that have not been coated, and liquids or gels that have not been packaged.

Cosmetics for personal use are authorized up to a volume of 500 milliliters across a maximum of 6 units per person per month. This provision does not apply to pre-authorized sets or kits exceeding these content limits.

Parenteral medications (i.e., medications administered via injection) including biological, biotechnological, and blood-derived products. The importer must present a medical prescription issued by a licensed professional, a detailed invoice, and a copy of their identity card or passport. The quantity imported must not exceed 6 months of treatment.
