IMM Revision: Individual Country Listing for Paraguay

Effective April 30, 2026, the Postal Service™ is revising the Individual Country Listing for Paraguay in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect that the sender must include the identity document number or unique taxpayer registry number (Registro Único de Contribuyentes — RUC) of the importer/addressee on the customs declaration form, and attach the required commercial invoice for all items containing goods sent to Paraguay.

These revisions are based on a formal request that Dirección Nacional de Correos del Paraguay (the designated postal operator of Paraguay) made through the Universal Postal Union via International Bureau Circular 22, dated March 2, 2026.

2. Include the identity document number or Registro Único de Contribuyentes (RUC) number of the importer/addressee in the “importers reference” field of the customs form and Shipping Services File, where applicable. In cases where the sender has not provided the identity document number or RUC number, the importer/addressee can send this information to ead@correoparaguayo.gov.py. Failure to provide this information could result in the return of an item containing goods to the sender.

3. Regardless of mail class or contents, items containing goods require a commercial invoice.
