IMM Revision: Individual Country Listing for Panama

Effective July 23, 2026, the Postal Service is revising the Individual Country Listing for Panama in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect restrictions on food for human or animal consumption for items destined for Panama.

This revision is based on a formal request that Correos Panamá, (the designated postal operator of Panama) made through the Universal Postal Union via International Bureau Circular 58, dated May 18, 2026.

4. Food for human or animal consumption, when consigned for personal consumption, evaluation samples, special events, or donations, shall only be authorized when the addressee provides the Panamanian Food Agency (APA) with notice of the mailpiece using the APA notification platform at sit.apa.gob.pa/ConsumoPersonal/login.aspx. Mailable food items must be listed in the annex, and the addressee is responsible for ensuring all applicable APA documentation, quantity, and product-category requirements are satisfied.
