Effective July 23, 2026, the Postal Service™ is revising the Individual Country Listing for Iran in Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) to reflect new customs regulations for mailing mobile phones to Iran.
These revisions are based on a formal request that I.R. Iran National Post Company (the designated postal operator of Iran) made through the Universal Postal Union International Bureau Circular 72, dated June 15, 2026.

4. The importation of certain telecommunication products (wireless phones, transmitting and receiving sets, and other similar items) is subject to permission from the Ministry of Information and Communications of the Islamic Republic of Iran. Upon arrival of the postal item, the serial number of each mobile phone will be recorded by customs authorities in the national systems. Additionally, applicable customs duties, fees, and value-added tax (VAT) will be collected from the recipient at the time of customs clearance.

11. For items that contain a mobile phone, I.R. Iran National Post Company (the designated postal operator of Iran) requests that the mailer include the addressee’s identity number in the “importer’s reference” field on the customs form or, if the customs declaration form does not have an “importer’s reference” field, on the address side of the item. Items containing a mobile phone that do not meet these standards are subject to seizure, return, or other legal measures.

Although effective July 23, 2026, the Postal Service will incorporate these revisions into the next edition of the online IMM, which is available via Postal Explorer® at pe.usps.com.
