Finance Number Control Master (FNCM) and Account Number Control Master (ANCM) Request Freeze

In preparation for the Fiscal Year 2026 closeout, there will be a freeze period from September 20 to October 16, 2026, for all 6-digit FNCM requests and General Ledger Account (GLA)/Account Identifier Code (AIC) changes. Requests for 6-digit finance numbers and GLA changes may be submitted after the dates listed below, but they will not be implemented until after the freeze period.

Submit requests by the following dates to be effective before the freeze period:

n 6-digit finance number requests:

n Submit discontinued finance number requests by Friday, August 21, 2026.

n Submit new finance numbers, name changes, and realignments by Friday, September 4, 2026.

n GLA/AIC changes:

n Submit requests for new GLA/AIC codes by Friday, August 21, 2026.

Requests submitted after the cut-off dates and during the freeze period:

n 6-digit finance number requests:

n Discontinued finance numbers — First effective date is November 1, 2026.

n New Finance Numbers, name changes, and realignments – First effective date is October 17, 2026.

n GLA / AIC Changes — First effective date is November 1, 2026.

For exceptions, please send an email to FNCM — HQ at TC48H0@usps.gov. Each request will be considered on a case-by-case basis.

During the freeze, requests for 10-digit unit finance numbers will continue to be processed.
