Eduardo H. Ruiz, Jr. was detailed as acting vice president, Retail and Delivery Operations, WestPac Area in March 2021.
Ruiz oversees 13 districts with more than 91,000 employees and is responsible for customer service, delivery and retail operations for more than 5,200 post offices servicing over 30 million addresses. WestPac Area is the nation’s largest geographical postal area covering 1.9 million square miles throughout 13 states and produces $3.1 billion in total revenue.
A 33-year postal veteran with 28 years as an executive, Ruiz has served in a range of leadership positions to include district manager, area marketing manager, senior plant manager, bulk mail center headquarters operations manager, plant manager and operation programs support manager, as well as several positions relating to Material Service Centers.
He began his postal career in 1988 as an Industrial Engineer at the El Paso, Texas Material Service Center Engineering Technical Unit. After graduating with an Industrial Engineering degree from the University of Texas, El Paso, he accepted an Officer Commission with the United States Air Force. While in the service, Ruiz finished a master’s degree in business administration at Louisiana Technical University. He has completed the USPS Executive Development program and holds Lean Six Sigma green belt certification.
